In an effort to help expedite and support the rollout of EMV® chip card technology in the United States, the Payments Security Taskforce has partnered with PCI SSC to launch the U.S. EMV Value Added Reseller (VAR) Qualification Program. This optional program is intended to help accelerate the deployment of EMV terminals to mid-tier merchants by enabling VARs and ISVs to go through a "pre-qualification" process using each participating payment brand's test cases with an accredited EMV VAR Service Provider prior to initiating the final end-to-end acquirer EMV testing and certification process.
EMV VAR Service Providers are organizations that have been accredited by one or more participating payment brands to provide pre-qualification solutions to VARs and ISVs and - on behalf of those brand(s)- qualify VARs and ISVs that successfully complete the pre-qualification process in accordance with the U.S. EMV VAR Qualification Program.

EMV Pre-Qualified Value Added Resellers (VARs) and Independent Software Vendors (ISVs) are organizations that have been validated by an EMV VAR Service Provider as having successfully completed a pre-qualification process for one or more payment brands in accordance with the U.S. EMV VAR Qualification Program.
